All commercial pilots, flight attendants and air traffic controllers who operate in international itineraries must officially assess their abilities in English. In order to unify the assessment criteria, ICAO created the ICAO exam.
ICAO requires that the aviation personnel engaged in any flight be able to communicate proficiently using both ICAO phraseology (ICAO doc. 9832) and plain English (ICAO doc. 9835).
About ICAO
The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations, created by the States in 1944 to manage and ensure the correct application of the Convention on International Civil Aviation (Chicago Convention).
ICAO works together with the 193 State Parties to the Convention and groups within the industry to reach a consensus about the Standards and Recommended Practices (SARPs) for international civil aviation and the policies that allow the aviation sector to be operationally safe, efficient, secure, economically sustainable and environmentally responsible. The ICAO Member States make use of these SARPs and policies to ensure that their operations and national civil aviation standards are in line with global standards, thus allowing, in turn, more than 100,000 daily flights on the global aviation network to operate safely and reliably throughout the world.
